Below you will find a visual representation of the hybrid strategic planning model that was created for Tech Prep in Illinois. Please note the following components of the model's design.

  • The pinnacle of the pyramid is focused on outcomes. Evaluating student and program outcomes demonstrates success and informs future goals and decisions.
  • The foundation of strategic planning is the creation of a vision and mission that serves as building block for all future activities.
  • Each piece of the model is interrelated and includes continuous feedback mechanisms to ensure on-going improvement.
  • The State and Consortia Advisory Committee comprise a close partnership, with each group taking the lead on specific activities.

This model represents a hybrid of a goals-based and an issues-based strategic planning model. The goals-based model is the most common type of strategic planning model and starts with creation of a vision. Issues-based strategic planning starts by examining issues and follows with identifying strategies to address the issues, followed by developing action plans to accomplish the strategies. This model was designed to gather input from as many stakeholders as possible and accommodate the unique needs and realities of each. The overall goal of this process is to improve the outcomes of Tech Prep efforts statewide, including the evaluation system that assesses program and student outcomes.
